Last season, Michigan started spring practice at the end of February.
Harbaugh did say this in the post-game interview:

While there have been rumblings of Harbaugh possibly looking at an NFL job (Chargers, Raiders), this certainly seems like he plans on returning next season.
Harbaugh had apparently been offered a contract around 5-years and 55M before the National Championship.
