According to CBS Sports’ Dennis Dodd, the Big Ten is trying to make it so that any student athlete in the conference can transfer once without having to sit out a year:
Big scoop by @dennisdoddcbs. Big Ten has "quietly" proposed NCAA legislation allowing one-time transfers in all sports without sitting out a year. Michigan AD Warde Manuel supports it. https://t.co/5WHp4IbQDC

Warde Manuel taking a leading role in what would be a seismic move. He obviously has a major platform to be an agent of change in this area. "It's not that we believe the rules are racist. The rules are disproportionately impacting a group of people that are distinctive by race." https://t.co/qLRBEuAvix
